There is no separate scholarship form. You apply for admission through CEU's online system and tick your interest in financial aid in the "Funding" section of that same application. That one detail trips up a lot of applicants, so it is worth knowing before you open the portal.
I read CEU's current admissions and funding pages and rebuilt them into one guide for applicants in the USA, Pakistan, and the rest of the world. You will find a time zone table, a credit check for US and Pakistani degrees, and a list of the mistakes that cost applicants their place. Every figure comes from CEU's own pages, and anything I could not confirm is flagged.

Overview
Central European University is a private research university with degree programs taught on campus in Vienna. CEU does not run one single scholarship called "the CEU scholarship." It runs a financial aid system, and the award you can get depends on your degree level. Aid is based on academic merit and is limited to full-time programs.
One thing to know about the dates: CEU's admissions pages label this cycle 2026/2027, yet the deadlines run from October 2026 to July 2027 and enrollment paperwork is due in August 2027. In practice, these rounds lead to study starting in 2027. Confirm your exact start term with the CEU Admissions Office before you plan travel.
Degree Levels Offered
CEU offers financial aid at three levels, and the awards are very different.
- Bachelor's: a small number of partial tuition awards for outstanding applicants.
- Master's: merit-based tuition and stipend awards for one-year and two-year programs.
- PhD: the CEU Doctoral Scholarship, which covers full tuition and includes a monthly stipend.
Available Subjects
CEU's programs fall into a broad set of disciplines. Your program page on the CEU website lists the exact degree titles and whether a one-year or two-year version exists.
Social sciences and policy
- Political Science
- International Relations
- Public Policy
- Sociology and Social Anthropology
- Gender Studies
- Legal Studies
Humanities
- History
- Medieval Studies
- Philosophy
- Nationalism Studies
Sciences, data, and business
- Business and Economics
- Cognitive Science
- Computer and Data Science
- Mathematics
- Environmental Sciences and Policy
Who Can Apply
CEU states that candidates from any country can apply for its financial aid. Eligibility for aid, however, depends on you first being eligible for admission to a program. This section covers eligibility only. How the committee chooses winners is covered separately below.
Master's Applicants
You need a bachelor's degree, or equivalent, from a recognized institution, or proof that you will earn it before enrollment. Two-year master's programs require at least 180 ECTS credits from your undergraduate studies. One-year programs require at least 240 ECTS credits, though CEU may admit a three-year degree holder in exceptional cases.
Check your own program page too, because some programs add subject-specific entry rules.
PhD Applicants
You need a bachelor's degree and a master's degree in a related field, with a combined total of 300 ECTS credits. Holders of a five-year master's degree do not need a separate bachelor's. CEU master's students who want to continue to a CEU PhD need a GPA of 3.3 or higher, and the doctoral committee judges the GPA of non-CEU master's degrees.
Bachelor's Applicants
CEU sets bachelor's entry rules on its dedicated bachelor's admissions page and on each program page. Read them there before you decide on a round, because the rules differ from the postgraduate ones.
Rules That Apply to Everyone
- Master's and PhD students cannot be enrolled at another university while receiving CEU aid, unless they hold an approved leave of absence.
- Every CEU degree program is on campus, so you must be present for the whole program.
- Later rounds exclude applicants from visa-sensitive countries (explained in the deadlines section).
How Winners Are Selected
CEU's selection committees in each department make the admission and aid decisions. Meeting the entry rules only gets your file into the review. The committee then weighs the strength of your whole application.
- Past academic achievement
- Strength of your recommendation letters
- English language competency
- Intellectual merit
- Work experience, where it applies
- Your expectations of the program and your future plans
- Compatibility with the goals of the academic unit
Most departments interview pre-selected candidates before deciding. For PhD applicants, applying by the financial aid deadline means you are automatically considered for the doctoral scholarship. I could not find any published scoring formula, so treat any site that gives you one with caution.
Funding and Benefits
CEU's own wording matters here, because many third-party pages label everything "fully funded." Only the PhD award covers full tuition. Master's awards are partial in most cases, and Bachelor's awards are capped at half of tuition.
Partial Tuition Award
May cover up to 50% of tuition, up to €4,000 per academic year. CEU describes the number of awards as small and merit-based.
Tuition Award
May cover 50% to 80% of tuition. A full tuition award is possible only in exceptional cases.
Stipend Award
Between €300 and €750 per month, awarded by academic merit.
CEU Doctoral Scholarship
Full tuition plus a stipend of €2,002 gross per month, paid for 48 months in total.
How Stipends Are Paid
- Stipends are paid to your bank account by the 4th day of each month.
- The account must be in euros and based in a SEPA country, or be a SEPA-eligible online account such as Wise, Revolut, or N26.
- Your first stipend is paid only after you complete onboarding, arrive in Vienna, and register your bank details.
- Late arrivals are paid pro rata from the arrival date. There are no retroactive payments.
Tax note: PhD stipends are taxable in Austria. CEU says PhD students must declare the stipend, register with the SVS health insurance provider, and pay social security contributions to SVS. Plan your budget with that in mind.
Required Documents
CEU rejects incomplete applications immediately, so build the full file before you start. The list below covers the master's and doctoral applications, which I verified on CEU's pages. Bachelor's applicants should follow the checklist on the bachelor's admissions page.
Transcripts and diplomas
Official transcript and diploma in English. PhD applicants upload both bachelor's and master's records.
Proof of English
A test score report, or an exemption with an official letter from your university.
CV or resume
Any common format, plus a publication list if you have one.
Academic writing
A statement of purpose, research proposal, or writing sample. Each program sets its own requirement.
Recommendation letters
Two letters for master's programs. Two or three for PhD programs, depending on the program.
Test scores and extras
Optional supporting documents. Some Economics programs require GRE or GMAT scores.
Recommendation Letters: The One-Week Rule
You register your recommenders inside the application, but CEU emails them only after you submit and your application is received. They then have one week to send the letter, and late letters may not be considered. Warn your referees before you press submit, and use the motivation letter guide to prepare your own writing sample while they work.
CEU expects you to prepare all written materials yourself, with no generative AI tools beyond basic grammar and spelling checks. Interviewed candidates are expected to speak English at the level shown in their writing.
English Language Requirements
CEU accepts several tests, and the PhD scores are higher than the master's scores. Use the IELTS band score calculator to check where your results fall.
| Test | Master's Score | PhD Score |
|---|---|---|
| TOEFL iBT (valid two years) | 88 | 100 |
| TOEFL (taken after January 21, 2026) | 4.5 | 5 |
| IELTS Academic (valid two years) | 6.5 | 7.0 |
| Pearson Test of English Academic (valid five years) | 59 | 76 |
| Cambridge C1 Advanced or C2 Proficiency (valid five years) | 180 | 190 |
| Euroexam Academic C1 (valid two years) | Pass | Pass with distinction |
| Duolingo English Test (valid one year) | 120 | 130 |
Exemption From the English Test
You can skip the test if English is your first language, or if your bachelor's or master's degree was taught exclusively in English. When your records do not state the language of instruction, upload an official letter from your university confirming it. CEU may still ask for a test after reviewing your file.
Language rules can change between cycles, and some programs set their own. MESPOM and Mundus MAPP have different English requirements from the standard ones above. I verified the table on October 27, 2026, so check your program's page on the official CEU site right before you submit. I could not confirm the English requirement for Bachelor's applicants, so use the bachelor's page for that.
Costs
Aid reduces your costs, but it does not remove all of them. These are the fees CEU lists in euros, which is the official currency.
- Application fee: €30 per candidate, no matter how many programs you apply to. It is non-refundable and cannot be waived.
- Registration fee (Master's): €500, paid when you accept the offer. It is €1,000 for the MS in Social Data Science and €3,000 for the MS in Finance and MS in Business Analytics. MESPOM and Mundus MAPP have no registration fee.
- Registration fee (PhD): €500, paid when you accept the offer.
- Tuition and other fees: listed by program on CEU's tuition page. I did not copy those amounts here because they vary by program and year.
Erasmus Mundus applicants, such as Mundus MAPP candidates, pay no application fee unless they also apply to other CEU programs. Living costs and residence permit costs are not covered in the pages I reviewed, so budget for them separately.
Application Procedure
The flowchart shows the full route from choosing a program to accepting an offer. The numbered steps below it add the details that matter.
You can apply to up to five programs, but each one needs its own complete application with a full set of recommendations. Choose the round that matches your citizenship and your need for aid.
Count your ECTS credits against the program level. The CGPA calculator helps you see your grade average before you read the program page.
Request English transcripts and diplomas early, and book an English test if you need one. Tests are valid for two years or less, so check the date on your score report.
Create one account only, because CEU warns against multiple accounts. Fill in the "Funding" section to ask for aid, upload your files, and register your recommenders.
You cannot edit the application after you submit, apart from contact details. Pay by bank card, and submit at least one week before the deadline, as CEU advises.
After your first application and fee are received, you get access to the Applicant Portal. It shows your referee status, any extra documents requested, and the final decision.
Deadlines and Time Zones
CEU states its deadlines at 11:59 PM Central European Time. In winter that is CET, and in summer it is CEST, which is why the conversions for April and July shift by an hour for some zones. The timeline below shows the dates that matter, and the table converts them. Add them to the scholarship deadline tracker so you get reminders.
PhD: January 15, 2027, 11:59 PM Central European Time (3:59 AM PKT on January 16, 2027). Bachelor's and Master's Round 2: February 2, 2027, 11:59 PM Central European Time (3:59 AM PKT on February 3, 2027).
| Round and Date | Central Europe | GMT | Eastern (ET) | Pacific (PT) | Pakistan (PKT) |
|---|---|---|---|---|---|
| PhD: Jan 15, 2027 | 11:59 PM | 10:59 PM | 5:59 PM | 2:59 PM | 3:59 AM, Jan 16 |
| Round 2: Feb 2, 2027 | 11:59 PM | 10:59 PM | 5:59 PM | 2:59 PM | 3:59 AM, Feb 3 |
| Round 3: Apr 15, 2027 (no CEU aid) | 11:59 PM | 9:59 PM | 5:59 PM | 2:59 PM | 2:59 AM, Apr 16 |
| Round 4: Jul 15, 2027 (no CEU aid) | 11:59 PM | 9:59 PM | 5:59 PM | 2:59 PM | 2:59 AM, Jul 16 |
Which Round Fits You
- Round 1 (October 15, 2026): closed. It was open to all applicants, including those from visa-sensitive countries.
- Round 2 (February 2, 2027): aid is open, but it excludes applicants from visa-sensitive countries.
- Rounds 3 and 4: CEU financial aid is closed. Round 3 also excludes visa-sensitive countries, and Round 4 admits only applicants with visa-free entry to Austria, subject to space.
- PhD (January 15, 2027): one round for all applicants, with aid available.
For Master's programs, CEU awards its own aid in the first two rounds only. MESPOM, Mundus MAPP, and the MA in International Relations New York City track keep their own admissions calendars, so follow the dates on those program websites.
Residence Permit or Visa
Accepted candidates who are not EU or EEA citizens, and who do not already hold an EU or EEA permanent residence permit, need a residence permit or study visa for Austria. EU and EEA citizens can travel without a study visa but must obtain a registration certificate for the length of their studies.
The Applicant Portal gives you a Confirmation of Acceptance to support the permit or visa application. CEU points applicants to the OeAD entry and residence page and to its own residence documents guide for the process. Visa decisions belong to the Austrian authorities, so no scholarship can guarantee one.
For Pakistani Applicants
Pakistani students can apply for CEU financial aid, since CEU accepts aid applications from any country. Your real planning question is the visa-sensitive list, because it decides which round you can use.
Check the Visa-Sensitive List First
CEU defines visa-sensitive countries as those with a very long visa or residence permit process. Applicants from these countries can apply in the first round only for Bachelor's and Master's programs. I could not open the official list when I checked, so I cannot tell you whether Pakistan appears on it. Read the current list on CEU's website before you pick a round.
Round 1 has already closed. If Pakistan is on the current list, Bachelor's and Master's Round 2 is not open to you, and the PhD deadline of January 15, 2027 is the route that stays open to all nationalities. If Pakistan is not on the list, Round 2 is open to you.
Documents and Credits
- Transcripts and diplomas must be in English, issued or translated by your university or a registered translator.
- Count your ECTS credits against the program. A two-year Master's needs 180, and a one-year Master's needs 240. Ask CEU Admissions how your degree length converts if you are unsure.
- The pages I reviewed do not list HEC attestation as an application document. Confirm with CEU Admissions before you spend money on attestation for the application itself.
- If your degree was taught in English, request the official medium of instruction letter from your university early, since it replaces the English test.
Timing and Payment
CEU's deadline falls at 3:59 AM PKT the next day, so decide your own cutoff in advance. Pay the €30 application fee with a bank card that works for international online payments, and submit at least a week early. CEU warns that Flywire can take several days to process some payments, and your application is not processed until the fee arrives.
For US Applicants
US citizens and residents need a study visa or residence permit for Austria, since they are not EU or EEA citizens. The bigger planning work is credits, transcripts, and time zones.
Convert Your Credits
CEU says one ECTS credit equals 0.5 US credits. By that conversion, a typical four-year US bachelor's degree of 120 US credits works out to about 240 ECTS, which meets the one-year Master's minimum. This is my own arithmetic from CEU's stated ratio, not a CEU ruling. Check your transcript's credit total and confirm with CEU Admissions.
Send Transcripts the Right Way
CEU wants final records shared by your issuing institution through a transcript platform such as Parchment, Gradintelligence, or eDocuments, or emailed to the Admissions Office by the institution. Copies you send yourself are not accepted. Ask your registrar early, because this step depends on their turnaround.
Time and Money
- The Round 2 and PhD deadlines land at 5:59 PM Eastern and 2:59 PM Pacific on the deadline day.
- Stipends arrive in a euro account in a SEPA country or a SEPA-eligible online account such as Wise, Revolut, or N26.
- The CEU pages I reviewed do not describe US federal student aid. Ask the CEU Financial Aid Office at finaid@ceu.edu before you assume any US loan applies.
For Other International Applicants
If you are from outside the USA, Pakistan, and the EU, your plan depends on three things: your citizenship's visa status, whether you want a joint program, and how your documents reach CEU.
Joint and Erasmus Mundus Programs
MESPOM and Mundus MAPP are joint programs with their own calendars, English rules, and fee rules. Read the MESPOM scholarship guide if environmental studies is your field. Do not assume the standard CEU dates apply to these programs.
Visa-Free and Visa-Required Citizens
- Citizens of countries with visa-free entry to Austria can use every Master's round, including late Round 4 if space remains. Aid is not available in Rounds 3 and 4.
- Citizens of visa-sensitive countries are limited to Round 1 for Master's and Bachelor's, so the PhD route is the one still open for 2027.
- EU and EEA citizens do not need a study visa but must register after arriving.
Documents Not in English
If your transcript or diploma is not in English, CEU requires an official English translation from a registered professional translator, sent in addition to the original document. A change of name between your records and your passport must be documented officially, with a translation where needed.
After You Receive an Offer
Your offer arrives as a Study Agreement on the Applicant Portal. The agreement states your program, fees, and any aid awarded. The steps and dates below come from CEU's master's and doctoral pages.
- Respond within 14 calendar days. CEU says this period cannot be extended.
- Sign the Study Agreement through the DocuSign link emailed to you, and pay the registration fee.
- Apply for your residence permit or study visa if you are a non-EU and non-EEA citizen.
- Have your institution send final records by August 1, 2027.
- Finish the onboarding checklist by August 6, 2027.
- Arrive on campus by the start of the academic year. Late arrival needs approval, and deferrals are granted case by case.
Common Mistakes
These problems come straight from CEU's own warnings, and each one can end an application.
Application Mistakes
- Waiting for a scholarship form: there is none. Skip the "Funding" section and you may not be considered.
- Submitting too early: you cannot edit after submitting, so finish everything first.
- Creating a second account: CEU says not to create multiple accounts.
Document Mistakes
- Expired test scores: most tests are valid two years, and Duolingo only one year.
- Missing recommendations: referees get one week after you submit.
- Self-sent academic records: final records must come from your institution.
Planning Mistakes
- Picking a closed round: Round 1 has passed, and aid is closed in Rounds 3 and 4.
- Budgeting on aid alone: Master's awards are usually partial, so plan for the gap.
Scam Warning Signs
Popular scholarships attract fake offers, and CEU's process has clear features that real messages will match.
Red Flags in Messages
- Anyone who promises a guaranteed award, since CEU awards aid by academic merit.
- Requests to pay a "scholarship processing fee" to a person or a personal account.
- Pressure to reply within hours, or to skip the official portal.
What Real CEU Contact Looks Like
- Application fees are paid through the CEU online application and its payment partner Flywire.
- Offers appear on the Applicant Portal as a Study Agreement.
- Official email comes from a ceu.edu address, not a free mail service.
How to Apply Safely
Apply only through the CEU application system, and read decisions only on the Applicant Portal. Never send your passport scan, bank details, or card number to anyone who contacts you first. If a message looks doubtful, write to CEU Admissions at admissions@ceu.edu and ask.
Use the site disclaimer as a reminder that I am not CEU and cannot grant, guarantee, or process any award. Study Abroad with Arbaz explains scholarships, and the university decides them.
Frequently Asked Questions
What is the deadline for Central European University scholarships 2027?
Round 1 closed on October 15, 2026. The PhD deadline is January 15, 2027, and Bachelor's and Master's Round 2 closes on February 2, 2027. Both deadlines fall at 11:59 PM Central European Time, which is 3:59 AM PKT the next day.
Is CEU fully funded?
Only the PhD scholarship covers full tuition, with a stipend of €2,002 gross per month for 48 months. Master's awards may cover 50% to 80% of tuition plus a stipend of €300 to €750 per month. Bachelor's awards cover up to 50% of tuition, up to €4,000 per academic year.
Can Pakistani students apply for CEU scholarships 2027?
CEU accepts financial aid applications from candidates of any country. Round 2 for Bachelor's and Master's excludes applicants from visa-sensitive countries, so check CEU's official list for your citizenship. PhD applicants of all nationalities can use the January 15, 2027 deadline.
Do US students need a separate scholarship application?
No. CEU has no separate scholarship form. You submit the normal admission application and indicate your interest in financial aid in the Funding section before the relevant deadline.
Is an English test always required?
No. You are exempt if English is your first language or if your degree was taught exclusively in English, supported by an official letter when your records do not say so. CEU may still request a test after reviewing your application.
How much is the CEU PhD stipend?
The doctoral stipend is €2,002 gross per month for 48 months in total. It is taxable in Austria, and PhD students must register with the SVS health insurance provider and pay social security contributions.
Final Words
Three actions matter most. First, pick the right round for your citizenship, since Round 1 has passed and the next windows are January 15 and February 2, 2027. Second, tick your interest in aid inside the application, because no separate form exists. Third, submit at least a week early with every document complete, since you cannot edit afterward.
CEU's pages can change, so verify each fact on the official site before you pay or submit. If this guide helped, read the related posts below, join the WhatsApp channel for deadline reminders, or write to me through the contact page if a detail looks outdated.
