1. What Is the Tomorrow’s Leaders Scholarship 2027?

The Tomorrow’s Leaders Scholarship 2027 is a U.S. government-funded undergraduate scholarship for students from the Middle East and North Africa. The Middle East Partnership Initiative (MEPI) pays for it, and FHI 360 runs recruitment. Scholars earn a bachelor’s degree at one of two American-style universities in Lebanon and join leadership training alongside their classes.

The program’s stated aim is to build a group of professionals who work with U.S. industry, government and academic institutions. The home page says more than 1,900 alumni now serve as leaders across the region. This guide covers the 2027–2028 academic year, and you can read the original wording on the official home page.

Who Funds and Runs the Program

Two organizations matter. MEPI, part of the U.S. Department of State, sponsors the scholarship. FHI 360, a nonprofit human development organization, handles outreach, applications and recruitment for MEPI. Questions go to help@tomorrowsleadersprogram.org, the address the official FAQ gives for upload problems.

2. What Are the Key Numbers at a Glance?

Eight numbers explain most of this scholarship: how long funding lasts, how many origins qualify, how many universities take part, and the grade and GPA marks you need to hit. Each figure below comes from the official pages I checked on November 2, 2026.

3. Which Universities Can You Attend in Lebanon?

Tomorrow’s Leaders scholars study at either the American University of Beirut (AUB) or the Lebanese American University (LAU). Both are in Lebanon. You can name a preferred school on your application, but the program expects you to accept either one, and each university makes its own final admission decision.

American University of Beirut

AUB offers ten Tomorrow’s Leaders undergraduate programs, and they lean toward science, data and business. Agribusiness, Data Science, Earth Sciences and Food Science and Management appear only at AUB. AUB does not accept the Duolingo English assessment, so plan for TOEFL or IELTS if you are shortlisted. Visit the AUB website for general information.

Lebanese American University

LAU lists fourteen entries, and seven of them are business specializations. It is also the only partner with Bioinformatics and Graphic Design. LAU accepts the Duolingo English assessment, which gives applicants who already hold a Duolingo result one more option. See the LAU website for campus details.

Can You Choose Your University?

Only partly. You can state a preference, but the rule is firm about flexibility.

“All applicants must be willing to attend any of the two Tomorrow’s Leaders partner universities.”

Source: Official FAQ, checked November 2, 2026.

My practical read: if your program exists at only one school, your preference is almost made for you. If you want Biology, Chemistry, Computer Science, Economics or Mathematics, both schools offer it, so be sincere about accepting either campus. Submitting a single application also means there is no separate AUB or LAU form to fill out, which the official FAQ confirms.

4. Which Subjects Are Available?

Only programs on the official Fields of Study page are open to Tomorrow’s Leaders undergraduates. AUB lists ten programs and LAU lists fourteen entries, counting each LAU business specialization separately. If your degree is missing, it is not available through this scholarship, and medical school is explicitly excluded.

AUB: 10 programs

American University of Beirut

Agribusiness, Biology, Business Administration, Chemistry, Computer Science, Data Science, Earth Sciences, Economics, Food Science and Management, and Mathematics or Applied Mathematics.

LAU: 14 entries

Lebanese American University

Bioinformatics, Biology, Chemistry, Computer Science, Economics, Graphic Design, Mathematics, and seven Business tracks: Accounting, Banking and Finance, Family and Entrepreneurial Business, International Business, Information Technology Management, Management, and Marketing.

I built the table above by comparing the two lists on the official Fields of Study page. It is my layout of official facts, not a separate source.

What Is Not Available

Medicine is out. Architecture is not on the official list either, even though some third-party listings mention it, so treat the official page as the final word. The page itself says that any degree not listed cannot be taken by Tomorrow’s Leaders students.

5. Which Nationalities Are Eligible?

Eleven countries and territories qualify: Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, Yemen, and the West Bank, which also covers Palestinians who live in a third country with legal residency. Citizenship decides eligibility, so read the exact wording on the official eligibility page first.

West Bank, or Palestinian students with legal residency in a third countryCurrent seniors, 2026 graduates and 2025 graduates
YemenCurrent seniors, 2026 graduates and 2025 graduates

The official pages name the five origins that get the 2025 exception. I worked out the other six by elimination, so check the official FAQ if your case is close to the line.

Two details trip people up. Gaza residents cannot apply this cycle because of exit and travel conditions. And a refugee family can still apply with proof of citizenship from one of the eleven origins.

6. Who Can Apply for the Tomorrow’s Leaders Scholarship 2027?

Beyond citizenship, you must be a current high school senior or a 2026 graduate, show strong academics, and speak and write English at a university level. You also need to be able to travel and start classes in August 2027. The table below shows who qualifies and who does not.

Graduation Year Rules

The graduation window is the rule that filters out the most people, so check it before anything else.

“Those who graduated in 2024 or earlier are not eligible to apply.”

Source: Official FAQ, checked November 2, 2026.

Current seniors must also protect their results. The eligibility page says seniors need to maintain high academic achievement and pass their leaving exam.

Grades, GPA and English

The FAQ says applicants should generally have 80% or better across their academic history. Once you enroll, a cumulative GPA of at least 3.0 keeps you in good standing. On English, the eligibility page names a minimum TOEFL iBT score of 4.0 on the new 1–6 scale or 80 on the old 0–120 scale, received within two years of the program start date. It does not publish an IELTS minimum, so ask the program before you book an IELTS test.

7. What Should International Applicants Know?

This scholarship is open only to the eleven listed origins, so “international student” does not mean every nationality qualifies. If you hold an eligible citizenship, living in another country usually does not block you. U.S. permanent residency does. Refugee families can apply, and a national ID can stand in for a passport at the application stage.

If you are shortlisted, the program will advise you to get a passport, so start that process early. Passport delays can slow down the visa and residency steps that come later.

For U.S. Applicants

This path is closed to you. The scholarship excludes U.S. citizens and U.S. legal permanent residents, and that includes dual citizens.

“U.S. citizens and U.S. legal permanent residents are not eligible to apply.”

Source: Official eligibility page, checked November 2, 2026.

If you are a citizen of an eligible country who lives in the United States on a temporary status, the FAQ only rules out legal permanent residents, so read your own status carefully. When in doubt, email the program before you invest time in an application.

For Pakistani Applicants

Pakistan is not on the eligible list, so Pakistani citizens cannot apply this year, and no Pakistani degree equivalence or attestation rule applies here. I’d rather tell you that now than let you spend weeks on forms. Track other options with the scholarship deadline tracker and look at undergraduate scholarships that do accept Pakistani applicants. No agent can add Pakistan to this list, so ignore anyone who says otherwise.

8. What Benefits Does the Scholarship Cover?

The program covers tuition and enrollment fees for up to four academic years, university health insurance, entry visa and residency permit fees, student housing, a textbook allowance, a laptop, and two round-trip tickets home each year. A monthly living stipend is paid while you take part in program activities.

Benefits listed on the official FAQ

University health insuranceIncludedAsk what the plan excludes before you travel

Career-oriented workshopsIncludedAttendance may tie into your stipend
Internship opportunitiesIncludedWhether they pay is not published
Faculty mentorship and guidanceIncludedUse it early, not in your last semester

I call this scholarship fully funded because the package covers tuition, housing, insurance, visa costs and travel. Personal spending beyond the stipend and textbook allowance is not described as covered, and that is the gap to budget for. All of these items come from the official FAQ.

What the Official Pages Do Not Publish

A few numbers applicants ask about simply are not on the official site. I checked, and I would rather say so than guess.

  • The monthly stipend amount and the payment schedule
  • Weekly working or activity hours
  • The number of scholarships awarded this cycle
  • Acceptance rates or past selection statistics
  • An IELTS minimum score
  • A closing hour or time zone for the deadline

9. What About Working Hours and Payment?

The official pages describe a monthly living stipend and program activities, but they do not publish a stipend amount, a payment date or weekly working hours. Below I separate what is confirmed, what comes only from a university page, and what you should ask the program before you plan around any number.

The Monthly Living Stipend

The official FAQ says scholars receive a monthly living stipend “when participating in TL activities.” That wording ties payment to taking part, so attendance at workshops and program events likely matters. LAU’s own sustainability page adds that the stipend runs for nine to eleven months a year depending on the major. That page is not part of the 2027 cycle materials, so confirm the details with the program.

Be careful with blog posts that quote a dollar figure. The program has not published one, and an invented number can wreck a family’s budget.

Workshops, Internships and Mentoring

The scholarship lists career-oriented workshops, internship opportunities and faculty mentorship. The official pages do not say how many hours these take, whether internships are paid, or whether you may take outside part-time work. Treat all three as open questions. Email help@tomorrowsleadersprogram.org before you accept any job, because I found no published rule either way.

10. Which Documents Do You Need?

A complete application has four parts: the application sections, official school transcripts, proof of your activities, and two recommendations. You also finish a short online English assessment inside the application. Prepare everything before you start, because your recommenders only receive their forms after you submit.

Required documents and when you need them

SAT score sheetSelect majors and American-style schools, by March 26, 2027Recommended for all shortlisted applicants
Current undergraduate transcriptsOnly if you already attend universityExplain your transfer in the personal statement

The program also posts a downloadable application checklist. Print it and tick items off as you go. Your personal statement carries real weight, so read my guide on how to write a winning motivation letter before you write it.

Translations and Accuracy

Documents in Arabic or another language need English translations submitted next to the originals. Official translations are preferred but not required. Whatever you submit has to be accurate, because the FAQ says misrepresentation leads to disqualification. If the portal rejects a file for size, my PDF compressor can shrink it, though the program does not publish file-size limits.

Recommendation Letters

You need two. Good choices are teachers, school administrators, coaches or volunteer supervisors who know your academic work or your activities well. Friends and family members cannot serve.

“At least one recommendation must come from an academic reference.”

Source: Official FAQ, checked November 2, 2026.

You enter each email address in the application, and the recommender gets a link after you submit. The message comes from noreply@salesforce.com, so warn both people in advance and ask them to check spam.

11. How Do You Apply, Step by Step?

You apply once, online, through the portal that FHI 360 runs for the program. There is no separate AUB or LAU form. The steps below follow the official FAQ and timeline, in an order that avoids the problems applicants run into most. I did not log in to the portal, so I am not showing screenshots.

1
Confirm you qualify

Check your citizenship, your graduation year and your residency status against the official eligibility page. U.S. citizens and U.S. permanent residents cannot apply.

2
Find your program

Open the official Fields of Study page and confirm that your degree is listed at AUB or LAU. Medical school is not eligible.

3
Log in to the application portal

Use one email address that you check every day. You will register for the English assessment with the same address, so do not switch.

4
Complete every applicable section

Fill in your personal, academic and activity details, name your preferred university, and write your personal statement. Be ready to accept either partner university.

5
Upload your documents

Add official transcripts, your graduation certificate if you have one, proof of activities, and English translations alongside the originals.

6
Take the ASU English assessment

The link appears after you start the application. It takes about 30 minutes and you should take it only once.

7
Enter your two recommenders

Type each recommender’s email address in the Letters of Recommendation section. Tell them to watch for a message from noreply@salesforce.com, including the spam folder.

8
Review and submit before November 18, 2026

Read every section once more, then submit. Aim for at least a day early because the official pages do not publish a closing hour.

9
Watch your email for January news

Your recommenders get their forms after you submit. Shortlisted candidates hear from the program at the beginning of January 2027.

Start from the official application portal and keep the FAQ page open in another tab while you work.

The ASU English Assessment

Every applicant takes a free online English assessment from Arizona State University. It tests listening, reading comprehension and grammar. Take it only once, in a quiet place with a steady connection, and set aside about 30 minutes. If your power or internet drops, you can log in again and start over. Register for it with the same email address you use to log in to your application, or the program may not match your results.

12. What Is the Tomorrow’s Leaders Scholarship 2027 Deadline?

The official application deadline for the Tomorrow’s Leaders Scholarship 2027 is November 18, 2026. The program opened applications on October 1, 2026. The official pages give no closing hour or time zone, so treat the date as the last possible day and plan to submit at least one day earlier.

Deadline

November 18, 2026. I did not convert this date to Pakistan, U.S. Eastern or U.S. Pacific time because the program does not state a time. Guessing an hour could cost you your application.

Key dates from the official timeline

Dates come from the official application timeline and FAQ. Put them in your phone calendar so you do not miss the test windows.

13. Do You Need TOEFL, IELTS or SAT?

Applying does not require a TOEFL or IELTS score, because everyone takes the free ASU assessment inside the application. Shortlisted finalists then take TOEFL or IELTS by March 8, 2027, and some also take the SAT by March 26, 2027. The program covers testing costs for shortlisted finalists.

“You do not need to take the TOEFL or IELTS to submit your application to the Tomorrow’s Leaders program.”

Check Before You Apply

Program-level English and SAT requirements can differ by major and by university. Re-verify them on the official website right before you submit, and read each university’s program description for score requirements.

14. How Are Winners Selected?

Reviewers first look at three things: English proficiency, academic achievement, and leadership experience and potential. Strong applicants then pass a January interview with FHI 360 staff, U.S. Embassy staff and a Tomorrow’s Leaders alumnus or alumna. Partner universities review the shortlist and make the admission decisions.

The program does not publish scoring weights, so no one outside the committee can tell you how much each part counts. Its advice is useful on its own: if one part of your application is weaker, show strength in another. A student with 80% grades, a clear volunteer record and a thoughtful personal statement has a stronger story than one who lists ten clubs with no detail.

If you are still choosing a path, my guide to studying abroad after 12th grade explains how this type of scholarship fits into a wider plan.

15. Which Application Mistakes Should You Avoid?

Most avoidable problems come from timing and paperwork, not from weak applicants. These are the slips I would watch for, based on what the official FAQ warns about. They are my analysis of the published rules, because the program does not release rejection data.

Eligibility slips

  • Applying as a 2025 graduate from an origin outside the five that get the exception
  • Choosing a degree that is not on the Fields of Study page, or choosing medicine
  • Assuming a U.S. green card or dual citizenship is fine

Paperwork slips

  • Registering for the ASU test with a different email than your application login
  • Naming a friend or relative as a recommender, or having no academic referee
  • Letting recommender emails sit in spam
  • Sending translations without the original documents
  • Giving information that is not fully accurate

Timing slips

  • Waiting for the final evening when no closing hour is published
  • Ignoring the March 2027 testing windows after you are shortlisted

16. What Happens After You Receive an Offer?

Conditional offers from partner universities arrive on a rolling basis from May through July 2027. If your TOEFL or IELTS score is low, the program may offer an eight-week online English intensive in June and July. Accepted students attend pre-departure orientation and leadership workshops in August 2027, then travel to Lebanon.

Keep your grades up. Current seniors must still pass their leaving exam, and enrolled students need a 3.0 cumulative GPA to stay in good standing. The program pays for the entry visa and residency permit fees, but you should expect to gather passport, photo and school documents quickly once an offer arrives.

17. How Was This Guide Verified?

I checked the official Tomorrow’s Leaders pages on November 2, 2026: the FAQ, eligibility, fields of study, timeline and home pages. Everything in this guide comes from those pages unless I say otherwise. Where sources disagree, I list the difference below and tell you which page controls.

Verification Note, November 2, 2026
  • Deadline time: The date is official. No closing hour or time zone is published.
  • Fields of study: Some listings online show Architecture and Design, Agricultural Sciences or Environmental Sciences. The official page lists Agribusiness, Food Science and Management and Earth Sciences at AUB and Graphic Design at LAU, with no Architecture. The official page controls.
  • Older cycles: Some sites mention the American University in Cairo. The current official pages name only AUB and LAU.
  • Palestinian applicants: Third-party lists say “Palestine.” The official wording is West Bank, or Palestinians with legal residency in a third country, and Gaza residents cannot apply this cycle.
  • Stipend length: The nine-to-eleven-month detail comes from an LAU page, not the program’s own pages.
  • English minimum: The eligibility page gives a TOEFL minimum but no IELTS band.

The official FAQ and eligibility pages control any conflict. If a fact changes, I update this post and the dates at the top. You can send corrections through the contact page.

18. Frequently Asked Questions About the Tomorrow’s Leaders Scholarship

These answers come from the official FAQ, eligibility page and timeline, checked on November 2, 2026. Each one starts with the short answer. Confirm anything time-sensitive on the official site before you submit, because rules can change between application cycles.

Who can apply for the Tomorrow’s Leaders Scholarship 2027?

Citizens of Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia and Yemen can apply, along with West Bank applicants and Palestinians who live in a third country with legal residency. You must be a current high school senior or a 2026 graduate, with limited exceptions for 2025 graduates. U.S. citizens and permanent residents cannot apply.

What is the Tomorrow’s Leaders Scholarship 2027 deadline?

The official deadline is November 18, 2026, and applications opened on October 1, 2026. The official pages do not state a closing hour or a time zone, so treat the date as the last possible day. Submit at least one day early instead of waiting for the final evening.

Does the scholarship cover living costs?

Partly. It covers tuition and enrollment fees for up to four academic years, student housing, health insurance, visa and residency fees, a textbook allowance, a laptop and two round-trip tickets home each year. A monthly living stipend is paid while you take part in program activities, but the amount is not published.

Do I need to apply to AUB or LAU separately?

No. You submit one Tomorrow’s Leaders application and nothing else. You can name a preferred university, but you must be willing to attend either one. Each university makes its own final admission decision based on its admission requirements, so the preference you list is not a guarantee.

Do I need TOEFL or IELTS to apply?

Not at the application stage. Every applicant takes a free online English assessment from Arizona State University inside the application. Shortlisted finalists then take TOEFL or IELTS and must submit results by March 8, 2027. The program covers testing costs for shortlisted finalists.

Can I study medicine with this scholarship?

No. The program states that medical school is not an eligible program of study. Only the undergraduate programs listed on the official Fields of Study page are open to Tomorrow’s Leaders students. If your degree does not appear on that page, you cannot enroll in it through this scholarship.

Can students from Gaza apply?

Students who currently live in Gaza cannot apply this cycle, because travel conditions make it impossible to guarantee they could start by August 2027. Palestinian students from Gaza who now live in a third country with legal residency can still apply, as can applicants from the West Bank.

Can Pakistani students apply?

No. Pakistan is not one of the eleven eligible countries and territories, so Pakistani citizens cannot apply for this scholarship. Pakistani students should look at other fully funded undergraduate options and keep track of their deadlines instead of paying anyone who claims to guarantee a place.

What grades do I need?

The program generally expects 80% or better across your academic history, using your own school’s grading system. Once you are enrolled, you must keep a cumulative GPA of at least 3.0 on a 4.0 scale to stay in good standing. Weaker grades can be balanced by strong English and leadership.

When will I hear back?

Shortlisted candidates are notified at the beginning of January 2027 and interviewed that month. Finalists are notified starting in May 2027, and offers continue on a rolling basis until all openings are filled. Partner universities send conditional offers between May and July 2027.

Use these official pages as the final word on every rule in this guide. I checked each program page on November 2, 2026. If this guide and an official page disagree, follow the official page and let me know so I can correct the post.
