University of Oulu Tuition Fees and Scholarships for International Applicants 2027
University of Oulu tuition fees and scholarships for international applicants: non-EU/EEA students pay 8,500 € to 14,000 € per year depending on the programme. Oulu does not offer fully funded scholarships. What you can get instead is an Early Bird discount of up to 30 percent in year one and a partial tuition fee waiver of 10 to 40 percent from year two. The joint application for autumn 2027 studies closes on 21 January 2027 at 3:00 PM (UTC+2).
If you are shortlisting Finland this year, the University of Oulu deserves a close look, but only once you understand how its pricing actually works. The university publishes every number openly, and the honest headline is that it charges tuition to non-EU/EEA students and lowers that bill through discounts and waivers instead of wiping it out.
I built this guide from the university's own admissions pages so you can plan with real figures rather than recycled claims. It covers who pays, who is exempt, programme-by-programme costs, scholarship rules, document deadlines, time zone conversions, and separate advice for Pakistani, US, and other international applicants.

Overview
The University of Oulu is a multidisciplinary research university in northern Finland with English-taught bachelor's and master's programmes. The figures in this guide apply to students admitted in the autumn 2026 or spring 2027 admission rounds for studies that begin in the 2027–2028 academic year, which is the exact scope stated on the university's tuition page.
Two ideas decide your budget. First, tuition liability depends on your citizenship and residence permit status, not on where you currently live. Second, savings come from two separate mechanisms: an Early Bird discount in year one and partial fee waivers in later years. Treat them as different products with different rules.
Who Can Apply and Who Pays
Tuition applies to students admitted to English-taught bachelor's or master's programmes who are not citizens of an EU/EEA country or Switzerland and who do not hold a Finnish residence permit that grants an exemption. The fee covers tuition only. It never covers accommodation, meals, transport, or personal costs.
You are exempt from tuition if you hold
- Citizenship of an EU/EEA country or Switzerland, or a residence card for a family member of an EU citizen in Finland
- A permanent (type P) residence permit in Finland, or a family member's card linked to a type P holder
- A long-term resident's EU residence permit for third-country nationals (type P-EU)
- A residence permit based on temporary protection, or an EU Blue Card in Finland
- Right of residence under the withdrawal agreement (Brexit residence permit)
- A continuous (type A) permit based on employment, provided your first Finnish permit was not granted for studies
- A continuous (type A) permit based on family ties, provided the family member's first permit was not granted for studies
Academic eligibility: master's applicants need a first academic degree, normally a bachelor's degree equivalent to at least three years of full-time study (180 ECTS). Bachelor's applicants need an upper secondary qualification that gives access to higher education in the country where it was awarded. You may apply before you graduate, but master's applicants must graduate by 30 July 2027 and bachelor's applicants by 13 July 2027.
If your transcript uses a CGPA scale rather than a percentage, convert it early with the CGPA calculator so you can compare your profile against programme requirements before the window opens.
How Admission and Scholarships Are Decided
Admission and funding are two separate decisions, and mixing them up is one of the most common reasons applicants misread their chances.
- Admission: the Selection Committee reviews an application only when the previous education meets the programme's eligibility rules and the language requirement is met. Final selection criteria are published per programme in the Studyinfo portal.
- Bachelor's selection routes: the International Business Management rolling admission selects students on SAT or ACT scores, and the January joint application for that programme uses certificate-based selection.
- First-year funding: faculty-funded scholarships are not available to first-year students. Year one savings come only from the Early Bird discount and, for certain master's programmes, the Nokia Scholarship.
- Later-year funding: partial tuition fee waivers are awarded to continuing students who complete at least 60 ECTS in the previous academic year according to the approved study plan, including the required Finnish language studies.
Important: meeting the published minimums makes an application eligible for review. It does not guarantee admission, and it does not guarantee a fee waiver.
Tuition Fees and Scholarship Amounts
All amounts below are annual tuition fees in euros for non-EU/EEA students, taken from the university's tuition tables for the 2027–2028 academic year.

How the Early Bird discount works
The discount is released when the tuition fee is paid within three weeks of the admission results being published. It exists on selected programmes only, and a reminder with the payment deadline arrives by email. If your programme has no Early Bird, or you miss the window, the full fee must be paid by the standard deadline instead.
How the partial tuition fee waiver works
Waivers are available from the second year onward and are tied to progress, not to a separate scholarship form. You must complete at least 60 ECTS during the preceding academic year under your approved study plan, including the Finnish language courses your programme requires. Waiver percentages are listed in the tables above and range from 10 to 40 percent depending on the programme.
Nokia Scholarship
A limited number of Nokia Scholarships of 3,000 € each are offered to talented accepted applicants in four master's programmes: Computer Science and Engineering, Electronics, Wireless Communications Engineering, and Sustainable and Autonomous Systems. All applicants can apply, including those who already pay a reduced fee. The university states that further information will be published at a later date.
The University of Oulu states plainly that it does not offer scholarships covering 100 percent of the tuition fee. Budget for the full fee first, then treat every discount as a reduction you apply for after admission.
Required Documents
You upload scanned copies of your documents to the online application itself. The university uses those files to judge eligibility, so quality and completeness matter more than volume.
Educational documents
Degree certificate and transcript of records, uploaded with the application and later verified in the required form.
Proof of English
A final test report or an accepted alternative route, valid for at least one day during the application period.
Programme attachments
Any extra file the programme requests in Studyinfo, submitted before the application closes.
Predicted grades
IB and EB applicants graduating in spring 2027 submit predicted grades by 1 April 2027 at 3:00 PM (UTC+3).
SAT or ACT results
Required where the selection route uses them; rolling admission documents are verified by 11 March 2027 at 11:59 PM (UTC+2).
Official translations
Documents issued in a language other than English, Finnish, or Swedish need an official translation.
If a programme asks for a written motivation letter or study plan, keep it inside the stated word limit and write it for that programme only. The motivation letter word counter helps you stay inside the limit on the first draft.
Supporting documents are due on 28 January 2027 at 3:00 PM (UTC+2), which is one week after applications close. Files sent later are not considered.
English Language Requirements
Every applicant must prove English proficiency, and the master's thresholds below are the ones published on the university's language requirement page.
| Test | Minimum requirement | Validity |
|---|---|---|
| IELTS Academic, IELTS Academic Online, IELTS for UKVI | Overall 6.5, with at least 6.0 in each section | Two years from the test date |
| TOEFL iBT or TOEFL iBT Special Home Edition | Overall 4.5 with at least 4.0 in each section for tests taken on or after 21 January 2026; overall 92 for tests taken before that date | Two years from the test date |
| PTE Academic or PTE Academic Online | Overall 68, with at least 61 in Writing | Two years from the test date |
| Cambridge C1 Advanced | Grade C or higher | No expiry |
| Cambridge C2 Proficiency | C1 level or higher | No expiry |
| YKI National Certificate of Language Proficiency | Level 5 in all four skills | No expiry, test taken in Finland only |
Three rules decide whether your score counts: the result must be valid for at least one day during the application period, only scanned final reports are accepted, and the university verifies each result with the test organiser. Screenshots and temporary results are rejected. If you send TOEFL, use institution code 0229.
When a test is not required
You may prove proficiency with a bachelor's, master's, or doctoral degree completed entirely in English, provided the degree comes from one of the countries on the official list and your documents state the language of instruction. Online degrees and offshore campuses are excluded. Pakistan, Bangladesh, Nepal, and Sri Lanka do not appear on that list as of 23 October 2026, so applicants from those countries should plan on a test score unless the official page changes.
Use the IELTS band score calculator to check your section scores against the 6.5 and 6.0 rule before you book a retest.
Living Costs and Proof of Funds
Tuition is only half of the budget. The university's own cost page gives these working figures for a student in Oulu.
| Cost item | Amount |
|---|---|
| Monthly living costs including housing | 800 € to 1,000 € |
| PSOAS student housing rent | 250 € to 550 € per month |
| Student union fee | 60 € per academic year (mandatory) |
| Student healthcare fee (FSHS) | 70.70 € (mandatory unless covered elsewhere) |
| Residence permit application fee | Listed as 600 € / 53 € |
| Residence permit funds to show | 9,600 € for studies of one year or more |
| Campus student lunch | 0.84 € to 5.90 € |
| Monthly bus pass | 52 € |
Proof of funds: for studies lasting one year or more, you must hold 9,600 € in your bank account when you submit the residence permit application. This figure comes from the university's budget page and reflects the requirement set by Finnish immigration authorities.
No currency conversion is published in this guide on purpose. Exchange rates move daily, so convert the euro figures yourself on the day you plan your finances.
Application Procedure
The flowchart below shows the full route from checking your fee status to arriving with a residence permit. Follow the steps in order and confirm each one on the official timeline before you move on.
Confirm your citizenship and residence permit status against the exemption list before you budget anything.
Results can take several weeks, and only final scanned reports are accepted, so book early.
Submit the online form during the application period with your educational documents and language proof attached.
Send everything by 28 January 2027 at 3:00 PM (UTC+2), one week after applications close.
Result dates are marked as to be announced on the official timeline, so watch your email and the deadlines page.
The joint application deadline is 13 July 2027 at 3:00 PM (UTC+3); rolling admission gives you three weeks from the decision.
The payment link arrives in your admission email. New students pay the full first-year fee in one payment, with no instalments.
Show 9,600 € in your account and start early, because permit processing shapes your travel dates.
Deadlines and Time Zones
The timeline covers the six dates that decide your 2027 entry. All times are shown in the official zone first, then converted.
| Milestone | Official time | GMT | PKT | ET | PT |
|---|---|---|---|---|---|
| Joint application opens | 7 Jan 2027, 8:00 AM (UTC+2) | 6:00 AM | 11:00 AM | 1:00 AM | 10:00 PM, 6 Jan |
| Joint application closes | 21 Jan 2027, 3:00 PM (UTC+2) | 1:00 PM | 6:00 PM | 8:00 AM | 5:00 AM |
| Supporting documents due | 28 Jan 2027, 3:00 PM (UTC+2) | 1:00 PM | 6:00 PM | 8:00 AM | 5:00 AM |
| Rolling admission closes | 25 Feb 2027, 3:00 PM (UTC+2) | 1:00 PM | 6:00 PM | 8:00 AM | 5:00 AM |
| Confirm study place | 13 Jul 2027, 3:00 PM (UTC+3) | 12:00 PM | 5:00 PM | 8:00 AM | 5:00 AM |
Admission result dates and the joint application tuition payment deadline are marked to be announced on the official timeline, and the university notes that the schedule may be updated during autumn 2026. Track every change with the scholarship deadline tracker instead of relying on a cached blog post.
Submit at least two days before any closing time. Portals slow down near the deadline, and an application that arrives after the closing minute is not processed.
Residence Permit for Studies
Non-EU/EEA students need a residence permit for studies, and the permit decision shapes when you can travel. The university recommends paying the tuition fee as early as possible so the permit process has room before your travel dates.
- Show 9,600 € in your bank account when you apply, for studies lasting one year or more
- Keep the admission letter, payment receipt, and insurance documents ready for the application
- Expect the first permit application fee, listed on the university's cost page as 600 € / 53 €
- EU/EEA citizens register instead of applying for a residence permit
Note: permit processing times and rules are set by the Finnish immigration authorities and change over time. Read the current instructions on the official immigration service site before you pay anything.
For Pakistani Applicants
Pakistani students are fully welcome to apply, and a few country-specific details decide whether your file is complete on the first pass.
- Fee status: as a non-EU/EEA citizen you pay tuition and the Studyinfo application fee, so plan the full budget before you accept a place.
- Language proof: Pakistan is not on the published list of countries whose English-medium degree meets the requirement, so book IELTS, TOEFL, or PTE and aim above the minimum in every section, not just overall.
- Deadline in PKT: applications close on 21 January 2027 at 6:00 PM Pakistan time, and documents close on 28 January 2027 at 6:00 PM Pakistan time.
- Documents: upload clear scans of your degree and transcript, and include an official translation if any document is not in English, Finnish, or Swedish.
- Proof of funds: keep 9,600 € available and untouched for the residence permit application, and remember your first tuition payment must be a single payment.
Tip: start the language test in November or December. Test dates in January fill up quickly, and a delayed score report can close your window even when your grades are strong.
For US Applicants
US students follow the same admission route, but your paperwork and timing work in your favor in a few places.
- English proof: the United States is on the accepted list, so a degree completed entirely in English can replace a test score, provided your documents state the language of instruction. An upper secondary qualification from the US needs no separate statement.
- TOEFL sender code: if you do send TOEFL, use University of Oulu institution code 0229 so ETS delivers the report correctly.
- Fee status: US citizens pay tuition, because the exemption applies only to EU/EEA and Swiss citizens and specific Finnish permit holders.
- Timing: the closing deadline is 8:00 AM Eastern and 5:00 AM Pacific on 21 January 2027, so treat the previous evening as your real deadline.
- SAT and ACT: these tests drive selection for the bachelor's routes, so send official scores early rather than waiting for the closing days.
Convert the euro costs yourself on the day you build your budget, and use our semester CGPA calculator if your school reports grades by term rather than cumulatively.
For Other International Applicants
Applicants from the rest of the world land in three different situations, and your category decides both your fee and your language route.
- EU/EEA and Swiss citizens: you are exempt from tuition and complete the EU registration process instead of a residence permit application.
- Degree from India, Nigeria, Ghana, Kenya, Singapore, South Africa, the Philippines, or another listed country: an English-medium degree can meet the language requirement, but the language of instruction must appear on your documents, or you must submit an official statement from the awarding institution.
- Degrees from Canada: a statement is required if the institution is located in a French-speaking area.
- Online degrees and offshore campuses: these are not accepted as proof of English proficiency under any route.
- Existing Finnish permits: holders of type A permits granted on employment or family grounds may qualify for a tuition exemption, while a first permit granted for studies does not.
Fee-paying applicants from any country use the same portal, the same document deadline, and the same Flywire payment route. Only the exemption rules differ.
After You Receive an Offer
An offer is conditional until you finish the remaining steps. Work through them in this order.
- Confirm the study place by 13 July 2027 at 3:00 PM (UTC+3) in the joint application route, or within three weeks of the decision in rolling admission.
- Submit verified final documents if you graduate after applying. Master's applicants must graduate by 30 July 2027, and bachelor's applicants by 13 July 2027.
- Pay the tuition fee through the Flywire link in your admission email. Pay inside three weeks of the result if you want the Early Bird discount.
- Register for the academic year once the study place is confirmed, then start the residence permit file.
Refunds: tuition may be refunded if your conditions are not met, if you relinquish the study place during registration, if a negative residence permit decision stops your studies, or if your permit status changes so you are no longer liable. Any credits earned during the year, online or on campus, end the refund process, and bank or service fees are not returned.
Keep every admission email, payment receipt, and permit decision in one folder. You will need them for the permit file, the first payment record, and any later faculty correspondence.
Common Mistakes to Avoid
- Treating the application and document deadlines as one date: applications close on 21 January, but documents close on 28 January 2027. Both are binding.
- Budgeting for a full scholarship: the university does not offer 100 percent waivers, so a plan built on one will fail at the payment step.
- Missing the three-week Early Bird window: the discount disappears quietly, and the full fee becomes due instead.
- Assuming 60 ECTS is automatic: the waiver depends on completing 60 ECTS under your approved plan, including required Finnish language studies.
- Sending an expired or temporary test result: only final scanned reports count, and the score must be valid for at least one day during the application period.
- Ignoring the application fee: non-EU/EEA applicants must pay it through the Studyinfo process before the application is complete.
Scholarship Scam Warning Signs
- Guaranteed admission or a guaranteed waiver: no university committee promises a place or a funded seat in advance.
- Payment requested by personal account: tuition goes through Flywire using the link in your official admission email, and the application fee runs through Studyinfo.
- Agents who offer to submit for you: the applicant must fill in the application personally with their own contact details.
- Free mail domains posing as the university: official messages come from the university's own domain.
- Fake urgency and one-time offers: real deadlines are published on the official timeline, and nowhere else.
How to Apply Safely
Use only two addresses: studyinfo.fi for the application and oulu.fi for every instruction, fee table, and deadline. Check the sender domain before you open any attachment, and never send a passport scan or bank detail to a personal contact.
Important: nobody can buy a study place, a fee waiver, or a faster admission decision. If money is requested outside the official portal, stop and verify on the university's own site before you respond.
Frequently Asked Questions
Does the University of Oulu offer fully funded scholarships?
No. The University of Oulu does not offer scholarships that cover 100 percent of the tuition fee. Students can receive an Early Bird discount in the first year and a partial tuition fee waiver from the second year, and both reduce the fee rather than remove it.
How much are University of Oulu tuition fees for international students?
Fees are set for each degree programme. The official tables list 10,000 euros per year for every bachelor's programme and 8,500 to 14,000 euros per year for master's programmes. The university's budget page summarizes tuition as 10,000 to 14,000 euros per academic year.
When is the deadline for the autumn 2027 intake?
The joint application opens on 7 January 2027 at 8:00 AM (UTC+2) and closes on 21 January 2027 at 3:00 PM (UTC+2). Supporting documents are due on 28 January 2027 at 3:00 PM (UTC+2), and the study place must be confirmed by 13 July 2027 at 3:00 PM (UTC+3).
Can Pakistani students apply to the University of Oulu?
Yes. Pakistani students can apply through the joint application on Studyinfo, and as non-EU/EEA applicants they pay tuition fees. Pakistan is not on the published list of countries whose English-medium degree meets the language requirement, so plan on submitting a test score.
Do I have to pay an application fee?
Yes. Applicants who are not EU/EEA or Swiss citizens must pay an application fee when they submit the Studyinfo application. The Finnish National Agency of Education collects the fee and publishes the current amount on its application fee pages.
Final Words
Three actions decide how smoothly this process goes. Check your fee status and language route against the official pages before you plan a budget. Prepare every document and test score before January instead of during it. Then submit early, pay inside the Early Bird window if your programme offers one, and keep a dated copy of everything you send.
If a number in this guide has changed since 23 October 2026, the official Oulu pages win. I update the tables here whenever the university publishes a new cycle, so check the verification date at the top before you rely on a figure.
