SH is not open to every nationality, and that detail is where many guides go wrong. You apply only through your own country's official sending partner. Pakistani citizens apply through the Higher Education Commission (HEC), while the United States does not appear on the 2026/27 partner list. American students have a different Debrecen option, the UD International Scholarship, which cuts tuition rather than removing it.
I wrote this guide after reading the official call for applications, the University of Debrecen's scholarship pages, and HEC's Stipendium Hungaricum pages on October 26, 2026. Facts from the 2026/27 cycle are labeled that way, so you can plan early without mistaking last year's dates for next year's.

Overview of University of Debrecen Scholarships
The University of Debrecen, founded in 1538, describes itself as Hungary's oldest continuously running higher education institution, and it teaches more than 80 programs in English. People who search for University of Debrecen scholarships usually mean one of three things. Which one applies to you depends mostly on your passport.
| Route | Best suited to | What it gives | Status on October 26, 2026 |
|---|---|---|---|
| Stipendium Hungaricum | Citizens of countries with an SH sending partner, including Pakistan | Free tuition, monthly stipend, housing contribution, and health coverage | 2027/28 call not yet published. UD says applications start in November 2026. |
| UD International Scholarship | Citizens of countries on UD's list, including the United States | Partial funding: a tuition discount of up to 90% for most programs and up to 30% for Medicine and Dentistry, plus medical insurance | Listed as closed on UD's page. 2027 terms are not yet confirmed. |
| Academic tuition reduction | Students already enrolled at UD, from the second year | Up to 20% off tuition for a semester | Applies after enrollment, based on grades |
UD's scholarship page also lists the FAO-Hungarian Government Scholarship Programme and a Diaspora scholarship, both marked closed at the time of checking. I left them out because I did not verify their terms.
The 2027/28 SH deadline has not been published. The last official deadline was January 15, 2026, at 2:00 PM CET. Do not rely on any date until it appears in the official call.
Degree Levels and Study Fields
The 2026/27 call describes these study levels. Not every level is open to every country, so check the list for your own country.
- Bachelor's programs: 2 to 4 years
- Master's programs: 1 to 2 years
- One-tier Master's programs, such as medicine, dentistry, and pharmacy: 5 to 6 years
- Doctoral programs: 8 semesters, split into two phases of four semesters
UD lists these fields for SH: agriculture, business, computing, engineering, health sciences, humanities, medicine, and sciences. The programs available to you vary by country.
- I read the TPF application page and both 2026/27 calls, one for Bachelor's and Master's and one for doctoral programs.
- I read UD's Stipendium Hungaricum page, its scholarships and loans page, and its UD International Scholarship page.
- For Pakistan, I read HEC's introduction and eligibility pages for the 2026/27 cycle.
- I also looked at several guides that rank for this topic. Many say any international student can apply, and some present January 15, 2027, as confirmed. I found neither claim in the official sources.
Who Can Apply
This section covers eligibility only. How the winners are chosen is a separate stage, explained in the next section.
Citizenship and Age
SH runs on agreements between Hungary and partner countries. You must hold the citizenship of the country whose sending partner nominates you, and a partner can only nominate its own citizens. The 2026/27 call lists more than 100 partners on five continents, including Pakistan, India, Nigeria, Egypt, Bangladesh, Sri Lanka, Tรผrkiye, China, and Indonesia. The United States is not on that list.
Applicants born after August 31, 2008, were not eligible in the 2026/27 round, which meant being 18 by August 31, 2026. I expect that cutoff to move forward by one year for 2027/28, but the new call has to confirm it.
Education Level
- Bachelor's and one-tier Master's: a secondary school graduation certificate or equivalent.
- Master's: a bachelor's degree or equivalent.
- PhD: a master's degree or equivalent, a research plan, and a supervisor if the doctoral school requires one.
- Final-year students: you may apply with a signed declaration and upload the final certificate later. In the last cycle, the upload deadline was August 1, 2026.
Who Cannot Apply
- Hungarian citizens, including dual citizens, and people who are stateless, refugees, or under protection or asylum status.
- Applicants whose citizenship differs from the sending partner they apply through.
- Applicants who submit more than one application, use more than one account, or apply through more than one partner.
- Applicants who apply for doctoral and non-doctoral programs in the same round.
- Former SH full-degree holders who re-apply at the same or a lower level.
- Self-financed students already in Hungary who apply for the same level, unless their university recommends them and their average is above the program average.
How Winners Are Selected
Selection happens in three stages, and passing one stage does not mean you won. The 2026/27 call says a positive exam result only shows that you met the entry requirements of the program.
- Technical check and nomination. TPF checks basic eligibility such as age, citizenship, and previous scholarships. Your sending partner then nominates applicants. Only nominated applicants continue.
- University evaluation. UD checks your documents, then invites you to an entrance exam or interview. Scores use a 100-point scale, and the minimum is 56 points.
- Allocation and decision. TPF allocates places using the bilateral agreement, program capacity, your order of preference, exam results, and your rank on the nomination list. TPF's Board of Trustees makes the final decision.
What This Means for Your Strategy
Your order of preference matters, because universities consider first-choice programs first. Medical programs are especially competitive, and the call says applicants may not be considered if medicine is only their second choice. The call also gives priority to STEM-related fields, such as natural sciences, engineering, mathematics, agricultural sciences, and health sciences.
The scale is large. The call reports about 80,000 applications in 2025 and more than 4,500 scholarships awarded across all host universities. That gap is why a complete, accurate file matters more than any shortcut.
Funding and Benefits
Here is what the 2026/27 call lists. I expect the structure to continue, but confirm every amount in the 2027/28 call.
Tuition waiver
You do not pay tuition fees during the scholarship period.
Monthly stipend
HUF 43,700 (about EUR 110) for Bachelor's, Master's, and one-tier programs. PhD students get HUF 140,000 (about EUR 355), then HUF 180,000 (about EUR 460). Paid 12 months a year.
Accommodation
A free dorm place, depending on capacity, or HUF 40,000 per month (about EUR 100) toward rent.
Medical insurance
Healthcare services under Hungarian law, plus supplementary insurance of up to HUF 65,000 per year (about EUR 165).
The euro figures are the call's own estimates, based on the exchange rate of October 13, 2025.
Important: I describe SH as fully funded only in the program's own sense. Tuition is free, but the stipend and housing payment are contributions. The call states that scholarship holders must add their own money to cover all living expenses.
Rules That Affect Your Money
- Hungarian course: Bachelor's and Master's students must take a free Hungarian as a foreign language course and pass the exam at the end of the second semester. Students who skip the course lose the monthly stipend, and students who fail the exam receive HUF 30,000 per month.
- Credits: you must earn at least 18 credits on average over the last two active semesters, or 36 in total, or the scholarship status can end.
- Residence: you must live in Hungary during your studies. TPF's FAQ says absences of more than 30 days stop your living and housing allowances until you return.
- Other scholarships: a second scholarship for study outside Hungary lasting more than 30 days ends the SH agreement.
- Extensions: Bachelor's, Master's, and one-tier students may extend by up to two semesters, but without stipend or housing allowance.
Required Documents
All files go into the SH online system, and each file can be 4 MB at most. If a scan is too large, my PDF compressor can shrink it before you upload. Keep the text readable after compression.
Online application form
Filled out in English, with a photo taken within the last two years.
Motivation letter
At least one page in Times New Roman, size 12, written in the language of your chosen program.
Language proof
A language certificate, or proof that your earlier studies were taught in the program's language.
Education certificate
Secondary certificate for Bachelor's and one-tier programs, bachelor's degree for Master's, master's degree for PhD.
Transcript of records
All semesters or school years from your highest completed level.
ID document
The data page of your passport. If you have no passport yet, upload your national ID and a signed declaration.
You must also accept the Statement for Application inside the online system. Do not upload a scanned copy. A good letter makes a real difference, so read my guide on how to write a winning motivation letter and check your length with the motivation letter word counter.
Extra Documents for PhD Applicants
- A research plan of at least two pages, with your sources listed. Universities check it for plagiarism.
- A signed recommendation letter from an academic tutor or supervisor who holds a scientific degree.
- A supervisor's statement, if the doctoral school requires one. In the last cycle, it was due by March 15, 2026, and a declaration was needed by the main deadline.
Medical Certificate and Missing Documents
The medical certificate is only for people who win. A physician signs the mandatory template, and you present it during the medical exam in Hungary. Do not upload it to the application system.
Some documents can arrive late if you cannot get them by the deadline. You must upload a signed declaration by the deadline and the missing document by August 1 in the last cycle. Without the declaration, the application is rejected automatically.
Any document that is not in the language of your program needs a translation. Upload the translation together with a copy of the original.
English Language Requirements
The host university sets the language level for each program. You can read the exact requirement in the application portal by clicking the program's name. For programs taught in English, you submit a language certificate or proof that your previous studies were in English.
HEC notes that some Hungarian universities require IELTS or TOEFL scores, while most accept an English proficiency certificate from your own college or university. If you plan to sit IELTS, my IELTS band score calculator helps you work out your overall band.
Note: I could not verify UD's exact language minimum for each program, because the portal shows it program by program. Check the requirement for your two choices before you apply.
If you want to study in Hungarian, you need at least B2 proof, or you must complete a one-year Hungarian preparatory course first. Bachelor's and Master's students in English programs must also pass the free Hungarian as a foreign language course.
Costs
The scholarship removes the biggest cost, which is tuition. It does not remove every cost, so a realistic budget matters.
| Item | Covered? |
|---|---|
| Tuition | Yes, waived for the scholarship period |
| Monthly stipend | Yes, as a contribution to living costs |
| Dorm place or rent contribution | Partly. The HUF 40,000 contribution may not cover rent in larger cities. |
| Health coverage | Yes, as described in the call |
| Application, entrance exam, and admission fees at UD | None charged, according to UD |
| Admission-related visa fees | Scholarship holders are exempt, according to the call |
| Flights to Hungary | No. The call says no travel funds are provided. |
| Living costs beyond the stipend | No |
| Translations, attestation, courier, and the physician's visit for the medical certificate | Not listed as covered. Budget for them yourself. |
All stipend amounts are in Hungarian forint (HUF) because that is the official currency in the call. For a dollar figure, use a live exchange rate on the day you plan your budget. I did not convert to US dollars, because the call's euro estimates date from October 13, 2025.
Application Procedure
The flowchart shows the full route in five steps. The numbered steps below add the details that are easy to miss.
Check whether your citizenship appears on the SH sending-partner list or on the UD International Scholarship list. Pakistani applicants should read HEC's pages first.
Each partner sets its own deadline and extra documents. In the last cycle, HEC closed two hours before the Hungarian system.
Create an account in the SH application system and choose up to two programs in order of preference. Click each program's name to read its entry requirements. PhD applicants should also browse doktori.hu and contact the doctoral school early.
Upload every required file, accept the Statement for Application online, and press submit. The call says saved but unsubmitted applications are rejected. The system sends an email the first time you submit.
If you are nominated, UD checks your documents and then contacts you about the exam or interview. In the last cycle, exams ran from mid-March to the end of May.
If TPF awards the scholarship, accept it in the system within the time stated in the notification email, then begin your visa application.
To track your own dates, add them to my scholarship deadline tracker.
Deadlines and Time Zones
The timeline shows the 2026/27 cycle as a reference. TPF had not published 2027/28 dates when I checked, so treat the pattern as a planning aid and not as a promise.
This table converts the last cycle's two deadlines to the time zones my readers use most. If the new SH deadline is again set for 2:00 PM CET in January, the first row will apply again.
| Deadline (2026/27 cycle) | Official time | PKT | ET | PT | GMT |
|---|---|---|---|---|---|
| TPF application deadline | 2:00 PM CET, Jan 15, 2026 | 6:00 PM, Jan 15 | 8:00 AM, Jan 15 | 5:00 AM, Jan 15 | 1:00 PM, Jan 15 |
| HEC deadline for Pakistani applicants | 4:00 PM PKT, Jan 15, 2026 | 4:00 PM, Jan 15 | 6:00 AM, Jan 15 | 3:00 AM, Jan 15 | 11:00 AM, Jan 15 |
In January, Europe uses CET (UTC+1), the US East Coast uses Eastern Standard Time (UTC-5), the West Coast uses Pacific Standard Time (UTC-8), and Pakistan uses UTC+5 all year. If the 2027/28 deadline falls in a different month, recalculate, because US and European clocks change on different dates.
What Is Confirmed for 2027/28
Only one 2027/28 fact is official so far. UD's SH page says the application starts in November 2026. The TPF application portal's news feed shows a steady pattern: the system opened on November 15 in 2022, 2023, and 2024, and on November 17 in 2025. The call itself appeared on October 24 in 2023, October 29 in 2024, and October 28 in 2025. That window is close to now, but it is a pattern and not a guarantee.
The UD International Scholarship works differently. UD's 2026 page says there is no designated scholarship deadline, and applications run until the budget and seats are used up. The normal UD deadline for international degree programs applied, and it was June 15 in 2026.
Residence Permit or Visa
Start your visa application as soon as you receive a positive decision. The call says processing can take up to 30 days officially, and you apply through the Hungarian consular office that serves your country. The consular services website, konzinfo.mfa.gov.hu, lists country-specific rules.
- Not automatic: scholarship status does not guarantee a visa.
- Fees: scholarship holders are exempt from admission-related fees, according to the call.
- Arrival: in the last cycle, holders had to arrive and register by September 30, 2026, or by the date their university set. Tell your university's SH coordinator your arrival date 30 to 15 days beforehand.
- Family: the program gives no visa help or allowance to family members. A student residence permit does not allow family reunification under current law, according to the call.
- Work: TPF's FAQ says student permit holders may work up to 30 hours a week during the teaching period, and full time for up to 90 days a year outside it.
- Health check: every scholarship holder takes a medical exam on arrival, free of charge.
For Pakistani Applicants
Pakistan is an SH sending partner, and HEC runs the nomination. Everything in this section comes from HEC's 2026/27 pages. HEC can change seats and rules for 2027/28, so read its new notice when it appears.
Apply on Two Portals
You apply on the HEC scholarship portal and on the SH portal. HEC's 2026/27 deadline for both was January 15, 2026, at 4:00 PM PKT. That was two hours before TPF's 6:00 PM PKT cutoff, so the HEC time is your real deadline. HEC also states that being nominated does not mean you won, because TPF makes the final award decision.
Seats in the Last Cycle
| Level | HEC seats in 2026/27 | Note |
|---|---|---|
| Bachelor's | 200 | All available disciplines |
| One-tier Master's | 70 | 20 for medicine, 10 for dentistry, 40 for other disciplines |
| Master's | 100 | All available disciplines |
| PhD | 30 | All available disciplines |
Test, Attestation, and Conditions
- HAT or USAT: HEC required a minimum score of 50 percent. A HAT score stays valid for two years and a USAT score for one year. Register at etc.hec.gov.pk.
- Attestation: you do not attest documents at the first stage. After HEC nominates you, your certificates and transcripts need attestation from IBCC and HEC. O and A level holders need IBCC or Ministry of Foreign Affairs equivalence.
- Dual citizens: Pakistanis with dual citizenship are not eligible.
- Return bond: winners sign a bond on stamp paper promising not to change discipline and to return to Pakistan after graduation, for a period HEC sets. HEC can recover a penalty if you do not comply.
- Result-awaiting students: final-year students can apply, but must upload final documents by August 1 in the last cycle, or the candidature is cancelled.
- Professional degrees: HEC says you must confirm accreditation with the relevant council, such as PMDC, PEC, PNC, or PCP. HEC's page notes that PEC recognizes the undergraduate engineering programs of the University of Debrecen and BME. Medical and dental applicants should follow PMDC's latest notices.
Pakistani applicants also need the HEC list of approved study fields. A program can exist at Debrecen and still be unavailable to Pakistan, so check the field list before you pick your two choices.
For US Applicants
This is the part most guides skip. The United States does not appear in the full-time or partial-study sending-partner lists of the 2026/27 SH call, so US citizens cannot use SH under those lists. Check the 2027/28 call to see whether that changes.
The SH portal asks you to confirm your citizenship so it can show the deadlines and requirements that apply to you. If it shows no SH route for the United States, that is the portal confirming what the call says.
Your Debrecen Option: The UD International Scholarship
UD's page lists the United States among the eligible countries for this program. It is partial funding. The tuition discount can reach 90 percent for most programs and 30 percent for Medicine and Dentistry, and the exact amount depends on your academic background and entrance exam performance. The program also provides medical insurance.
- Fields: the 2026 list focused on natural sciences, health sciences, technology, engineering, agriculture, IT, and mathematics, plus the pharmacy one-tier program.
- Intake: September only, for both undergraduate and graduate programs.
- Timing: the 2026 application started on January 16, 2026, with no scholarship deadline. UD's normal deadline of June 15, 2026, applied.
- Status: UD's scholarships page marks it closed today, and I did not find 2027 terms.
Money and Time Zones for Americans
You still pay the remaining share of tuition and your living costs, so ask UD for current tuition figures and convert them yourself with a live rate. UD's scholarships and loans page lists loans from Canada, Sweden, Iceland, and Norway, and I found no US federal aid listed there. Ask the admissions office directly before you assume anything.
If an SH route does open for you, a 2:00 PM CET deadline in January is 8:00 AM ET and 5:00 AM PT. Americans who also hold a second citizenship should read that country's rules first, because HEC, for example, excludes Pakistani dual citizens.
For Other International Applicants
Your passport decides your route, so start with these lists. The examples below come from the 2026/27 SH call and UD's current International Scholarship page, and both lists can change.
| Where your country appears | Likely route | Examples |
|---|---|---|
| On both lists | SH through your national authority, and the UD International Scholarship as a separate option | India, Nigeria, Egypt, Kenya, South Africa, Indonesia, the Philippines, Tรผrkiye, Uzbekistan, Kazakhstan, Vietnam |
| On the SH list only | SH through your national authority | Pakistan, Bangladesh, Sri Lanka, Ethiopia, Ghana, Uganda, Tanzania |
| On the UD International list only | UD International Scholarship tuition discount | United States, United Kingdom, Canada, Australia, Germany, France, Saudi Arabia, Qatar |
| On neither list | Self-financed admission, then a tuition reduction of up to 20% from the second year if your grades qualify | Nepal, Cameroon |
The SH route always goes through the national authority of your own country, and each authority sets its own deadline and extra documents. Contact it first, because some run their own tests or portals, as HEC does. TPF's website lists the partners and their field lists.
Students from Ukraine have a separate Students at Risk subprogram, and its applications go straight to the host university without a sending-partner nomination. If you do not appear on either list, do not pay an agent to find a hidden route. The scholarship lists are published by the institutions themselves.
For UD's academic reduction, non-medical students need a grade average of 4.0 or higher in each of the previous two consecutive semesters. Up to 20 percent off can go to a maximum of 20 percent of eligible students each semester. Medical students need a stipend index of 4.50 or higher.
After You Receive an Offer
- Accept quickly: the notification email gives a short window, usually one to two weeks. Check your inbox and spam folder daily during June and July.
- Sign your contract: you sign the scholarship contract with UD. Contact your institutional SH coordinator for the contract, your stipend, and your housing payment.
- Enroll on time: if you do not enroll by the deadline and do not withdraw in the system by October 15, you are excluded. If you never travel and never notify TPF, you cannot apply again for three years.
- Postponement: it is possible only for health problems or unexpected reasons beyond your control, with proof and approval from TPF, your university, and your sending partner.
- Stay on track: earn your credits, attend the Hungarian course, and tell your university before any long trip abroad. You must inform it if you leave for more than 10 working days.
Common Mistakes
- Trusting an unofficial deadline: several sites show January 15, 2027, but I found it in no official 2027/28 source.
- Saving instead of submitting: a saved application is not a submitted one.
- Skipping the second portal: Pakistani applicants must use both HEC and SH.
- Choosing the wrong study mode: many programs appear twice, as full degree and as partial study, and you cannot change the mode afterward.
- Ignoring entry requirements: click each program's name and read its minimums before you choose.
- Using a weak email address: the call warns that mail to Hotmail or Yahoo accounts often lands in spam.
- Uploading oversized files: the 4 MB limit applies to every file.
- Forgetting the supervisor: PhD applicants should contact the doctoral school before they write the research plan.
Scam Warning Signs
TPF states that applying and sitting the entrance exams are free, and it advises applicants not to use agencies. Its application portal has also carried fraud warnings in the past, including a notice about misleading emails sent in TPF's name.
- Any fee for the application: UD says there is no application, exam, or admission fee.
- A guaranteed seat: no committee can promise that.
- Pressure to pay quickly: false urgency is a common trick.
- Free email addresses: official messages come from institutional domains.
- Requests for passport scans in chat apps: upload documents only inside the official system.
How to Apply Safely
Use only these official routes, and type the addresses yourself instead of clicking links in messages.
- SH website and portal: stipendiumhungaricum.hu and apply.stipendiumhungaricum.hu.
- University of Debrecen: edu.unideb.hu. UD's SH contact address is shinfo@edu.unideb.hu, and TPF lists stipendiumhungaricum@tpf.hu.
- Pakistan: hec.gov.pk and scholarship.hec.gov.pk.
Do not send passport copies, bank details, or money to anyone who contacts you first. If a message feels off, ask me through the contact page before you reply.
Frequently Asked Questions
Is the University of Debrecen scholarship fully funded?
Stipendium Hungaricum covers tuition, a monthly stipend, a housing contribution, and health coverage. The call describes the money as a contribution to living costs, so most students need some savings or family support. The UD International Scholarship is different. It is a partial tuition discount, not full funding.
What is the deadline for University of Debrecen scholarships 2027?
No official 2027/28 deadline was published when I checked on October 26, 2026. The University of Debrecen says applications start in November 2026. The previous deadline was January 15, 2026, at 2:00 PM CET, which was 8:00 AM ET and 6:00 PM PKT. Wait for the official call before you plan around any date.
Can Pakistani students apply for the University of Debrecen scholarship?
Yes, through the Stipendium Hungaricum program. Pakistan has a sending partner, the Higher Education Commission (HEC), which nominates applicants. You apply on both the HEC portal and the Stipendium Hungaricum portal. In the last cycle, HEC closed at 4:00 PM PKT on January 15, 2026, two hours before the Hungarian deadline.
Can US citizens get a University of Debrecen scholarship?
Not through Stipendium Hungaricum, because the United States is not on the 2026/27 sending partner list. US citizens are on the list for the UD International Scholarship, which offers a tuition discount of up to 90 percent for most programs and up to 30 percent for Medicine and Dentistry. Confirm the 2027 terms with the university.
Do I need IELTS or TOEFL?
Each program sets its own English requirement, and you can see it in the application portal by clicking the program name. Some universities ask for IELTS or TOEFL, while others accept a certificate from your school or university showing that your studies were in English. Check the requirement for your exact program.
Can I apply directly to the University of Debrecen for the Stipendium Hungaricum scholarship?
No. You submit your documents in the Stipendium Hungaricum online system, and your sending partner nominates you. The university contacts nominated applicants later about entrance exams. You do not need an admission letter by the application deadline.
How many programs can I choose?
You can choose up to two programs in order of preference. You cannot change the programs, the study language, the study mode, or the order after the deadline. Medical programs are very competitive, so a second-choice medical program may not be considered.
Is there an application fee?
No. The University of Debrecen says there is no application fee, entrance exam fee, or admission fee for the scholarship process. The Stipendium Hungaricum program also warns applicants not to pay agencies for the application.
Final Words
Three actions matter most. First, confirm your route by passport, because SH, the UD International Scholarship, and self-financed study serve different citizens. Second, prepare your documents now, since the portal and the call are expected to appear within weeks. Third, trust only the official 2027/28 call for dates and amounts.
I will update this guide when TPF publishes the new call. If you have a question that I did not answer, send it through the contact page, and use the deadline tracker to keep your own dates in one place.
